(1906) Regulations for the Championship of the Canadian Rugby Union and Plan of the Field

Below is the text of the regulations for the championship of the Canadian Rugby Union (CRU) for the 1906 season, as printed in Spalding's Athletic Library's Official Canadian Foot Ball Guide for 1906. Note that at the time, the CRU consisted of the Quebec (QRFU), Ontario (ORFU), and Intercollegiate (CIRFU) unions; QRFU used the CRU rules, while ORFU and CIRFU each used their own playing rules during their regular seasons. Also included is a diagram showing the "Plan of the Field", which is not associated with any particular set of rules but, aside from details of interior markings, is applicable to all three.

I extracted the text from a PDF scan using OCR software, and while I carefully edited the result in an attempt to present these rules verbatim, it is possible there are errors that I missed or inadvertently introduced.

Regulations for the Championship of the Canadian Rugby Union

As Amended January, 1906.

1.—The Championship of the Union shall be contested for in 1906 on the grounds of the winners of the Intercollegiate and Ontario Unions; in 1907 on the grounds of the winners of the Ontario and Quebec Unions; in 1908 on the grounds of the winners of the Quebec and Intercollegiate Unions—unless the teams interested agree otherwise and notify the President of the C.R.U. at least five days before the date of the match.

The dates of the matches shall be arranged by the Executive of the C.R.U.

The team scoring the majority of points in the match to be declared the winner. In the case of a tie on the final score, if in the opinion of the referee it is practicable, the teams shall play ten minutes each way, and this shall be continued until one team has a majority of points in an even number of periods.

2.—The Executive shall have full power to arrange for final games in the Intermediate series.

3.—The Executive of the Union shall provide grounds and attend to other details of Championship matches. The expenses of the traveling teams shall, when possible, be paid pro rata out of the gate receipts. The gate receipts, after deducting all necessary expenses, shall be divided into three equal parts; one part going to each club and one part to this Union, provided that the Union shall have a first charge on the gate receipts of $100.00 and in no case shall the share of the Union exceed $150.00. Neither the Referee nor Umpire shall be a member of either of the competing clubs.

4.—(a) If either team fail to appear on the grounds ten minutes after the time appointed, without proper cause shown to the Referee, the team present shall be considered to have won the toss, and the Referee shall fine the offenders not less than $10 nor more than $25.

(b) In case of injury to players substitutes shall be allowed in the first half, but not in the second half unless by agreement of the Captains before the match.

5.—(a) The Secretary shall give, where possible, one month's notice of the date of Championship matches to the Secretaries of the District Unions.

(b) The Secretaries of each of the affiliated Unions must notify the Secretary of the Canadian Union not later than November 1st if his District Union is desirous of playing for the Canadian Championship.

6.—Protests must be in duplicate, signed by the Captain and Secretary of the protesting club. Protests must be in the hands of the Secretary of the Union within sixty hours of the advertised time of the match protested and must be accompanied by a deposit of $25, which sum shall be forfeited to the Union should the Executive disallow the protest. The Secretary of the Union shall immediately forward to the Secretary of the club, against which a protest has been lodged, one of the duplicates of said protest. Protests shall be decided by the Executive at a meeting to be called by the Secretary of the Union immediately upon receipt of the protest, providing the foregoing stipulations have been fulfilled by the protesting club.

7.—No player shall be eligible to play for a club competing for a final Championship game who has not taken part in at least one Championship game with the club in the Union of which his team is a representative.

8.—(a) No player shall be eligible to play in any match under the auspices of the Union who is not an amateur in good standing according to the following definition: "An amateur is a person who has never competed in any competition for a staked bet, moneys, private, public, or gate receipts, or competed with or against a professional for a prize; who has never at any period of his life taught or assisted in the pursuit of any athletic exercise or sport as a means of livelihood, who has never directly or indirectly received any bonus, or a payment, in lieu of loss of time while playing as a member of any club, or any money consideration whatever for any services rendered as an athlete, except his actual traveling and hotel expenses, or who has never entered any competition under a name other than his own or who has never been guilty of selling or pledging his prizes."

When the status of any individual is questioned, the burden of proving his innocence shall rest with the accused, inasmuch as the real and true facts of the case must lie within his own personal knowledge, and consequently he should be in a position, if unjustly accused or suspected, to prove his innocence to the satisfaction of the Executive.

To prevent frivolous and groundless charges against the status of any amateur athlete, the Executive must be convinced that there is good and sufficient cause to question the status of any individual, and may insist that all such charges be made on affidavit.

(b) No player who is under suspension or expulsion by this or any other amateur organization shall compete in Canadian Rugby Union Championship matches.

9.—Alterations to these regulations shall be made only at a general meeting of the Union. Notice of the proposed alterations shall be sent to the Secretary at least two weeks before the meeting, and shall at once be forwarded by him to the members of the Union, and to all delegates entitled to attend.
